Dickson city ‘20-21 budget OK’d first vote, next vote June 15 - Tennessean

The Dickson City Council at its regular monthly meeting June 1 approved on first reading an ordinance establishing a $26.8 million budget for FY 2020-2021 and setting the property tax rate at 77.35 cents per $100 of assessed value, the same rate as the previous year. 

The council approved the budget with an additional $1.3 million in capital projects recommended by Mayor Don Weiss Jr. to be funded from the city’s fund balance. The budget faces a public hearing and second and final vote at a special session on June 15. 

The council’s other actions at the meeting included: 

-Approved an on-premises beer permit for Cracker Barrel Old Country Store, 115 Gum Branch Road, on a 7-0-1 vote. Councilman Dwight Haynes abstained;

-Held a public hearing and unanimously approved on second and final reading an ordinance adopting and enacting a comprehensive codification and revision of the Dickson Municipal Code, Nobody spoke at the public hearing;

-Held a public hearing and unanimously approved on second and final reading a request from Debbie and Mark Horsley to rezone property at 101 South Hummingbird Lane from R-1 (low-density residential) to B-3 (highway commercial). Nobody spoke at the public hearing;

-Held a public hearing and unanimously approved on first reading a request from Christy and Tom Buchanan to rezone property at 1206 West Grab Creek Road and 50 Joy Lane from R-1 (low-density residential) to R-3 (high-density residential). Nobody spoke at the public hearing. A second and final reading will be June 15;

-Held a public hearing and unanimously approved on second and final reading an amendment to the FY2019-2020 budget. An amendment to the ordinance to correct some amounts that were placed in the wrong categories was unanimously approved. Nobody spoke at the public hearing;

-Deferred discussion on the paving list until the July 6 council meeting at the request of Councilman Haynes;

-Unanimously approved three-year agreements with Dickson Farmers Co-op to provide bulk diesel delivery at 14 cents above rack price and Highland Corporation to provide a cardlock system for purchasing gasoline at 17.1 cents above rack price for city vehicles and equipment.

-Approved a policy establishing a procedure for citizens to make requests for items such as speed humps, traffic signs and street lights on a 7-0-1 vote with Councilman Haynes abstaining.

-Unanimously approved a request by Vice Mayor Robby Harmon to remove a stop sign at the southwest corner of the intersection of Old Pond Lane and Dykeman Road.

-Unanimously authorized the mayor to enter a Facility Encroachment Agreement with CSX to bore under the railroad as part of a storm drain replacement project from East Railroad Street to East College Street.

The council met in an executive session with City Attorney Jerry Smith to review the status of pending litigation involving the city.

The council also scheduled a special session of the Dickson City Council to follow the Finance and Management Committee meeting on June 15, for:

- A public hearing on adoption of the FY2020-2021 budget and tax rate.

-Second and final reading on adoption of the FY2020-2021 budget and tax rate.
