Following a campaign in which President-elect Joe Biden promised an enormous breadth of policy-making during his first days in office, Chief of Staff-designate Ron Klain signaled Saturday he is determined to fulfill as many of those promises as possible.

In a memo to incoming White House staff, Klain honed in on four crises the administration plans to focus on – Covid-19, economic downturn, climate change and racial inequality – and said Biden will take “decisive action” to remedy them.

Klain said Biden will, in his first days in office, “sign dozens of executive orders, presidential memoranda, and directives to Cabinet agencies in fulfillment of the promises he made.”

Among these actions are several aimed at addressing economic hardship spurred by the pandemic, including the extension of a pause on federal student loan payments and interest as well as continuing restrictions on evictions and foreclosures.

Biden also plans to bring to an end several signature Trump policies by re-entering the Paris Climate Accord and ending a travel ban on several Muslim-majority nations.

Klain said Biden will “restore dignity to our immigration system and our border policies,” including reuniting migrant families separated at the border and possibly ending construction of the U.S.-Mexico border wall. 

The Covid-19 orders focus heavily on masks: a much-touted “100-day mask challenge” and a mask mandate on federal property and inter-state travel, as well as actions to expand testing and “safely re-open schools and businesses.”

Despite kicking off his presidency with a slew of unilateral actions, Biden has repeatedly insisted on working with Republicans in Congress to pass more comprehensive legislation on things like coronavirus relief and immigration reform. “Of course I'm pleased that we will be able to work with Speaker Pelosi and a Majority Leader Schumer. But I’m also just as determined today as I was yesterday to try to work with people in both parties,” Biden said after Democrats won control of the Senate.

“Joe Biden is somebody who understands how politicians work and how important political sensitivities are on each side, which is drastically different than President Obama,” former House GOP Leader Eric Cantor told the New York Times, noting that, given current political trends, bipartisanship will be “difficult” even for Biden.

What To Watch For

“While the policy objectives in these executive actions are bold, I want to be clear: the legal theory behind them is well-founded and represents a restoration of an appropriate constitutional role for the President,” Klain said, seemingly indicating Biden’s actions will inevitably face legal challenges. Klain also emphasized that the list laid out in the memo “is not exhaustive.”
