YOUNGSTOWN — A commercial bakery that makes pepperoni rolls and other specialty breads is seeking a tax abatement from the city as part of a $2.7 million relocation and expansion project.
P&S Bakery, currently at 3279 E. Western Reserve Road in Poland, recently purchased property at 2716 Intertech Drive on the city’s West Side for $1.5 million. It plans to invest $1.2 million in improvements to the structure and for equipment.
The company employs 57 full-time workers and four part-timers and plans to add 20 full-time employees annually in 2021 and 2022.
“The city of Youngstown, the mayor and his team have been wonderful with the incentives and opportunities they’re providing us,” said David George, the company’s chief operating officer. “We’re excited and looking forward to this.”
George’s father, David Sr., a Youngstown native, originally had a Cornersburg Pizza franchise in 1974 in Struthers and later started selling pepperoni rolls and other food products to local school districts.
In 1999, P&S was established in Poland with sales of more than $7 million annually.
“It’s been an exciting journey through the years,” George said.
The company produces specialty breads and rolls stuffed with meats, cheeses, sauces and sweet fillings as well as cookies.
City council will consider the 75 percent, 10-year real property tax abatement at its Wednesday meeting. The board of control must also approve it.
The tax abatement would save the company $84,412 in property taxes over a decade while it pays $28,137.
The Youngstown property is 43,000 square feet, more than double the 20,000 square feet the company is leasing in Poland, George said. The new location will allow the company to add another production line and provide needed freezer space, he said.
“They’re looking for an expansion and this works for them,” said T. Sharon Woodberry, the city’s economic development director. “It’s a very good project, and we’re very happy to have them come to the city.”
The company’s annual payroll is about $2 million. When the 40 additional employees are hired by 2022, the company expects the annual payroll to increase by $882,482.
P&S plans to open in Youngstown in September or October, George said.
Besides the increased revenue for the city, Woodberry said P&S will also develop a summer work program for Youngstown youth.
