New York to take first steps toward reopening on Friday - Politico

ALBANY — Portions of New York, including the cities of Rochester and Utica, will take the first small steps toward reopening at the end of this week, Gov. Andrew Cuomo announced Monday morning.

Others, such as the regions that include Syracuse and the Adirondacks, are poised to join them soon.

Cuomo recently committed to easing up on restrictions at different rates in different portions of the state. Regions that hit certain thresholds would be allowed to enter the first phase of a four-phase reopening process as soon as May 15.

Three have hit these thresholds, Cuomo announced in the Monroe County town of Irondequoit on Monday morning: the Finger Lakes, Southern Tier, and Mohawk Valley.

All businesses involved in construction, manufacturing and agriculture will be allowed to reopen, as long as certain precautions are taken. Nonessential retail will be permitted to start providing customers with curbside or in-store pickup options.

Additionally, Cuomo announced some statewide easements. Landscaping, gardening, “outdoor-low risk recreational activities” such as tennis, and drive-in movie theaters can now reopen anywhere in New York.

The regions that will be able to reopen include only about 12 percent of the state’s residents. And there’s still a long way to go toward a complete reopening — sectors like arts, entertainment and education won’t open their doors until the fourth phase is hit at some undetermined date in the future.

But outside of a resumption of elective surgeries in some hospitals, this is the first time Cuomo has eased up on the restrictions that have been implemented over the past 10 weeks.

“We start a new chapter,” the governor said. “It’s an exciting new phase. We’re all anxious to get back to work; we want to do it smartly.”

Cuomo requires regions to hit seven numerical thresholds before entering phase one. Together, these thresholds aim to assess whether a region has adequate testing and tracing capabilities, whether its numbers on hospitalization rates are moving in the right direction and how much capacity its health care system has to address any potential surges in cases.

In addition to the three regions that have hit each of these seven marks, two — Central New York and the North Country — have hit six. Both fell slightly short in a standard that they conduct at least 30 tests per month for every 1,000 residents.

The Capital Region, Long Island, Mid-Hudson, and Western New York has each met five of the seven thresholds. New York City has met four.
